Назначьте пользователя и права на папку:
sudo chown -R tor:tor /var/lib/tor && sudo chmod -R 700 /var/lib/tor

Отредактируйте tor.service
:
sudo nano /lib/systemd/system/tor.service

Добавьте пользователя и группу в раздел [Service]
